Cerebrovascular disease is a broad category of diseases all involving brain dysfunction due problems with blood vessels (to the brain). A primary cause of cerebrovascular diseases is high blood pressure (hypertension). A common outcome of cerebrovascular disease is a stroke, and cerebrovascular disease is most commonly found in the elderly, diabetics, smokers, and those who have ischemic heart disease. Wikipedia
